Between the two, the AirPods Pro is the better choice for most people.

Lowest Price Ever on the Apple AirPods Pro

For the most part, the second generation AirPods Pro earbuds is identical to its predecessor with one major exception. The new model replaces the legacy Lightning port with a more universal USB Type-C port. For people who want to bring along a single charging cable for all of their mobile devices, this is a godsend. Two other more trivial upgrades include dust resistance and lossless audio support when paired with Apple’s Vision Pro headset.

Should you get the AirPods Pro over AirPods 4 with ANC?

At the moment, this is an easy question to answer. The AirPods Pro is a superior earbud at a similar price. Both feature active noise cancellation, but the AirPods Pro offers better sound quality and noise cancellation performance. That's because the AirPods 4 is an open-ear style earbud with non-adjustable tips. They're supposed to sit right outside of the ear, which means you get plenty of sound leakage and ambient noise intrusion. On the other hand, the AirPods Pro is an in-ear style of earbud that sits right inside your ear canal, sealing the passage and passively isolating it from the ambient air. Adjustable tips are included to accomodate different sized ears. A properly passively isolated earbud offers better sound and more effective noise cancellation. The only reason you should choose the AirPods 4 is if you don't like the inherently intrusive nature of in-ear earbuds in general.
